I think that a Permanent Citizen Oversight Committee be convened amd empowered with Sopena and Investigative Authority to hold public hearings on all matters of the St. Louis Police Department; as a former St. Louis Police Officer, I know that the Police Department cannot police themselves I think that this issue is much bigger than Joe Mokwa.
